Getting hurt in Baltimore can happen in a hundred different ways. A driver runs the light on North Avenue. A delivery van clips you in a crosswalk downtown. A rowhouse landlord ignores a broken step for months, or a store leaves a spill in the aisle. However it happened, you’re now dealing with doctors, missed work and an insurance adjuster who calls more often than you’d like.
Silmi Law represents people injured in Baltimore City and the neighborhoods around it. Our office is in Catonsville, about 20 minutes west of downtown, and if you’re searching for a personal injury attorney in Baltimore, Maryland who will handle your case personally, that’s how this firm works.
Sharif Silmi founded the firm and has practiced for more than a decade. He graduated from law school with honors, is a member of the Maryland State Bar Association and holds a Martindale-Hubbell AV Preeminent rating. His injury practice has recovered more than $25 million in settlements and verdicts, and veteran litigation partner David Albright works with him on cases that go to trial.
From an Avvo review: “I really appreciate their attention to detail, clear communication, and dedication to my case.” That line comes from Vijay’s May 2026 review on Avvo, and it’s the standard we hold ourselves to on every injury claim.

Baltimore City Injury Numbers
The Maryland Highway Safety Office’s 2023 Baltimore City crash summary, the most recent full-year city report, shows how common serious crashes are here:
- 15,956 crashes happened in the city in 2023.
- 8,122 people were injured and 46 were killed.
- 1,158 pedestrians and other non-motorists were involved in crashes, and 975 of them were hurt.
- 25 non-motorists died, more than half of all traffic deaths in the city that year.
That last number says a lot about Baltimore. In a city where so many people walk, bike and take the bus, the person outside the car is often the one who gets hurt worst.
Pedestrian and Cyclist Injuries in Baltimore
Of the 25 non-motorists killed in 2023, 13 were struck on the road away from a crosswalk. Insurers know that, and they’re quick to argue a pedestrian stepped out where they shouldn’t have.
Because Maryland follows contributory negligence, that argument can wipe out a claim completely if it sticks. So we move fast to pull traffic and business camera footage, the police report and witness accounts that show what the driver was doing. If you were hit while walking or riding, talk to a lawyer before you talk to the driver’s insurer.
When Baltimore City Is Responsible
Some injuries happen because of the city itself: a pothole, a broken sidewalk, an unmarked hazard or a crash with a city vehicle. These claims follow special rules under the Local Government Tort Claims Act.
- One-year notice: You usually must send written notice of the claim to the City Solicitor within one year of the injury, under Β§ 5-304.
- Damage limits: A local government’s liability is generally capped at $400,000 per person and $800,000 per occurrence, under Β§ 5-303.
- Proof matters: Photos of the defect, the date you saw it, and any earlier complaints about it can make or break these cases.
Where Your Baltimore Case Will Be Heard
Most injury claims settle without a lawsuit. If yours doesn’t, a smaller claim may be filed in the District Court of Maryland for Baltimore City, and larger cases go to the Circuit Court for Baltimore City downtown. Either way, the filing deadline is generally three years from the date of injury under Β§ 5-101.
Protecting Your Claim in the First Few Weeks
A few simple habits make a real difference later:
- Keep every medical appointment and follow your doctor’s plan
- Save receipts, bills and pay stubs in one folder
- Write down how the injury affects your work, sleep and daily life
- Stay off social media about the accident
- Send insurance calls and letters to your lawyer
